Perhaps you can explain how offering *unlimited access* with a monthly rate and then capping access is not bait and switch. Bell pulled the same stunt with their Canada One plan, 10 cents a minute anywhere in Canada evenings and weekends with a maximum $20 per month. My nephew got a phone bill with more than $600 in long distance charges. Bell claimed that there was a limit on the deal, but my sister in law, thanks to modern phone technology, had a recording of the offer that clearly stated that there was a $20 maximum charge. The bastards would not even own up to the switch and relented only when she accessed the recording for them.
