16CFR is an American law. Bell Canada is a Canadian company and the situation referred to
in is Ontario, Canada, so American law is irrelevant. Even so, the American statute makes
no reference to anything immediate. Furthermore, Bell's tactic of offering services at a
given rate and then shortly after changing rates and conditions has become a standard
operating procedure.
