I do not see anything about saying Airships have right of way over
gyroplanes in A.I.P. Canada-RAC 1.11 (Collision Avoidance - Right of
Way (CARs)).

thanks for your explanation.    

Transport Canada (TC) seems to include airship as a category of
gyroplane as far as I can see.  You may want to argue this with TC.  

I am not the one deciding what gyro is and what airship is.
