Part of the problem is we have one that does nothing and isn't accountable.
We also require leadership that we chose our self.  In Canada because of the lack of an elected 
comander-in-chief, we have patronage appointments, an un-elected senate, and we practicaly elect a 
tyrant.  Plus we are forced into partisan voting because we want our parties leader in the win, but might 
dislike our party's local candidate.
Plus a conflict arises between a PM representing his riding and the country, does he save himself and 
represent the riding or screw himself and help the party by representing the country.
