	Distributions don't work at all in the
	"ME" line of C news.


	Putting "!tor" in the "ME" line only has the effect
	of refusing all articles in the "tor." newsgroup
	hierarchy - one may indeed want to do this, but
	it's a different effect from a distribution,
	which seeks to limit all articles with the
	header "Distribution: tor" regardless of the
	"Newsgroup:" line contents.


	"Distribution:" lines don't work since so many
	C news sites have the equivalent of

		"feedsite:all/all:f:"

	in their news "sys" files for downstream feeds.


	Therefore an article with these header lines
	will propagate almost everywhere:

		Newsgroups: can.usrgroup,tor.general
		Distribution: tor
