The proposed progressiv scheme sounds very interesting, since it might

  - limit the number of second level domains and
  - lower the cost for a single domain.

But we had significant trouble to verify the identity of an organization in
the past (to limit the number of domains per organization :-( ). The exceptions
made are a constant reminder. Our proposed new rules need no checking of the
applicant.

Going back to check the applicant, we forsee at least the following problems:

  - do you count a husband and its wife as a single entity?
  - do you count several organizations belonging to a holding as one
     organization?
  - what if the organizational structure changes, or what if they divorce?

Although we see the advantages, espescially also the probabely reduced
number of domains, the administrative disadvantages are too high.
If a workable solution to the above problem could be found, we would be
happy to hear.

The cutover works as follows:
Mails (and faxes, letters) received until 2.1.96 will be processed
according to the old rules. Espescially important is the restriction one
domain per organization. It has been publicly proposed to flood SWITCH
with domain applications.

Starting 3.1.96, the new form has to be used. Requests received with the old
form will be sent back with a kind request to use the new form.

The introduction of the new procedure will be a challange, but within the
promised 10 working days we should be able to catch up.

A problem, that is not easy to solve, is the racing condition between two
requests for the same domain name. Mails will be processed in the order
they appear in the mailbox. Faxes and letters will be processed also in the
sequence they arrive. They are entered within 5 working days into the
electronic request form and sent with e-mail to the standard address. There
the applications are queued up together with the other forms received by
e-mail.

The InterNIC database shows as creation date for the top-level domain CH
May 87:

Switzerland (Swiss Confederation) top-level domain (CH-DOM)

   Record last updated on 06-Oct-93.
   Record created on 20-May-87.

This is the source, where the year comes from in our general statement about
CH domain. At that time, there was no delegation of the CH name space to
SWITCH, SWITCH didn't even exist, there were DNS entries at CSnet for e-mail
delivery to the CH domains. The domain was created on request of Prof. B.
Plattner, ETHZ. When SWITCH was created, responsiblity for the domain was
delegated to SWITCH. After SWITCH had IP connectivity to the States, a DNS top
level domain server was set up here in Zuerich and the CH name space was fully
delegated to SWITCH. The exact date of this delegation is April 25, 1990.

We will change the document <URL:http://www.switch.ch/domain/newdom-reg.html>.
The document <URL:http://www.switch.ch/domain/newdom-info.htm> will be reworked
completely.

We have made a budget for '96 and '97 and calculated the tarifs based on those
figures. We will publish the annual balance not later than March of the
following year. This will also show the amount in the fund for legal matters.
