That hasn't been my experience at all. A service I no longer wanted got accidentally renewed. When I realize what had happened, I was able to cancel it retroactive to the end of the last period and the fee was immediately credited back to the credit card. After the fact, I noticed that I could have told the system to cancel the recurring charge at the end of the period I'd already paid for, which would have been fine. Where did you move your hosting to?
