Friend had dry DSL installed, they never had voice service where they love
jnow. The install date passed and the box of junk from AT&T arrived. They
plugged stuff in and nothing happend.

I take a look and sure enough, their phone line runs to the netpop but is
disconnected from everything.

I try to locate a data signal with a tracing probe. Out of 12 pairs,
nobody has dialtone in that building, but one pair sounded data-ish.

I disconnect whatever on the noisy line, connect their line and everything
works.

There was data-ish noise on the house pair that was connected to that
block so I suspect there was another DSL user on there until I showed up.

Their line wasn't tagged so whatever.

I can't inagine AT&T has the ability to tell me what pairs they used for
the circuit that runs into the building, and missing days of work to meet
some line installer that will lcharge like $175 or whatever it is they
charge now seemed bogus as there wasn't even a second data circuit coming
into the building so they probably fucked something up to start with.

So the lesson is without voice service, it's hard to located and identify
phone lines.
