They've done this for years. They're increasingly unwilling to pay for 
any even moderately expensive repairs to their own shit when it's 
causing problems. I used to be able to get them to consider resealing a 
manhole or doing a Class A at their cost, but that shit's no longer on 
the table with them. They'll bounce pairs all year long in a shitty 
bundle to shut up a customer without ever doing any root cause repair.

They've really gone to shit the last five years or so.
