Cops in Cleveland heights have a lot more to deal with due to their
proximity to Cleveland/East Cleveland. No excuse for treating you
badly (or anybody), but they seem to be designated as the front line
to keep Cleveland Heights from falling into the same state as some
surrounding neighborhoods.

The cost of schooling children illegally enrolled in the district
is a burden on the Cleveland Heights school system. This problem
is a symptom of the larger problem of poor schools in surrounding
areas, including Cleveland and East Cleveland. The only real
solution is to fix those schools, but that's something few people
in Cleveland Heights (or other communities with decent schools)
wants to help tackle.
