For EFNet I've had good luck with irc.ais.net, ports 6667 or 6668. It is in Chicago and is easily the best of those I've tried in terms of minimal lag and netsplits. It can sometimes be difficult to get in during peak times. For Undernet, pittsburgh.pa.us.undernet.org is the closest, but simply using undernet.org will normally connect you to the nearest available server (or possibly the one with shortest ping time - I'm not really sure how it works but it does).
