Alert MCI small business customers

I joined MCI's 20% cash back program last September for all my business long
distance. After staying with MCI for one year I would get 20% of all my
long distance payments back. Beginning in January I noticed extra charges
totalling an additionl 27% added to my bill! Turns out that the FCC
mandated that the long distance carriers begin paying National Access and
Federal Universal Service Fees. All the other long distance companies I've
checked passed on this cost to there customers by adding a small surcharge
of about $1.00-$1.50 per month. The real kicker is that MCI did likewise
with their residential customers. BUT! ... to their small business
customers like myself, 27% of my total long distance was accessed as my
"contribution". This worked out to an additional $20.00+ to what was
already an $80.00 bill! It seems clear to me that this is MCI's way of
getting out of giving back the 20%. You either lose by sticking it out for
the rest of the year and paying those obscene surcharges, or you lose by
switching to another company before the year is up. Needless to say I
switched to another company last month. I have withheld from paying my last
two bills as I am trying to get MCI to credit me my 20% anyway since they
are the ones that changed the rules halfway through the year.

Is anyone else out there having a similar problem with MCI?
