QCIF decoding of MPEG1 bit streams

Has anyone out there looked at decoding a QCIF size image from an MPEG1
stream (CIF size) at reduced computational performance, i.e. 1/4 of the
the IDCT's/MC's etc.

What about filtering in the transform domain or simply doing 4x4 IDCT's
on the 8x8's.

I would be interested in hearing about failures as well as successes in this
area.

Thanks Steve.
