ORBS blacklists mailhosts that have never been shown to be sources of
actual spam as a way to coerce ISP's into adopting the ORBS agenda,
effectively a form of terrorism.  There are a number of very large ISP's
on the ORBS list.  Fortunately the impact is usually small, because few
receiving mailhosts use ORBS.

Only if they need to send mail to those unfortunate enough to be
"served" by the few ISP's that use ORBS to block mail.
