The biggest trouble is that your caf would /only/ appeal to such people. So anyone coming in is wearing a big sign round their neck saying "I am a spy/terrorist/whistle-blower/hacker/disgruntled employee". Since there are vastly better ways to remain anonymous on-line, they can add "I know nothing about internet anonymity" to their sign. If you actually get any customers, you can expect a CIA van to be parked across the street - anyone using your caf will be of interest to them. If you /really/ want to provide anonymous and untraceable browsing, make sure most of your customers are playing on-line games, watching videos, etc., and that those that want anonymous access use machines without disks, boot from a network image, run Linux, and use Tor for all their traffic.
