well, first of all, I run a news system at 2400, I just don't receive
a lot of groups. However, that's not the main point of this reply...

I think a registered domain name (either FQD or subdomain of someone else's
systems) AND uucp name should be a requirement. I have both, many people I
know and many people I converse with on Usenet have both, and it does not
cost money (or much time) to get either. I see software such as smail (I have
version 2.5) as a necessity also, for Unix systems ... we need a base to 
work from. How many people are running those older systems with the older 
software?

Standards are important when you have so many people and computers 
participating as part of the same network.
