Also, "syslog.pid" may not be in the same (i.e. current) directory as your 
shell is when you execute the 'kill' command (and I don't know if Linux 
supports the [I believe] BSD-based name-your-signal arg. to 'kill').  The 
file should be in the same dir. as the "syslog.conf" (or is it the "syslogd" 
executable...or is it both?!) file, which IMHE usually is /etc.  Accordingly, 
force the daemon to reread the ".conf" by saying
    kill -1 `cat /etc/syslog.pid
