Mastering INTERNET Tools, Seizing METANET Power
The InterMeta Course
*
Information to Prospective Students or
to Whom it may Concern.

This message is for those who applied and anybody interested on
Mastering Internet.

Please note the new E-Mail address for the course:
423-4003@MCIMAIL.com

On Sep. 26, I announced the InterMeta Course.
By the next day, more than 70 people had either asked more
information or applied for it. On Sep.28, without any warning I
had my E-Mail disconnected. On Sep.29, I got a letter from the
System Administrator stating that "giving courses through FAPESP
resources is not allowed". Being FAPESP a Research Support State
Institution, it's quite amazing and unexpected that such a policy
be hold; R&D and teaching are closely related activities.
Nevertheless, it must be respected.
The course will continue. All those who have already enrolled
will receive the material either through E-Mail, diskettes, hard-
print and/or a combination of them. It will also be available for
download from a BBS being set up in Brazil (phone# 55-41-345-
1022, no collect calls, please). Although the costs have
increased, I will keep the same flat US$5.00 fee. Please freely
reproduce this message to people and lists you think might be
interested on. Bellow find Course details and Application form.

Mastering INTERNET Tools, Seizing METANET Power -
The InterMeta Course

Beginning on October 15, the InterMeta Course will describe
the Metanetwork and basic utilities used to access the network,
guide users through the Internet's, Bitnet's, and othernets'
"databases of databases" to access available files and archives
available. Topics are (A)How to:(1)Remote Login,(2)Use E-Mail,
(3)Move a File,(4)Find Software,(5)Locate a Person,(3)Deal with
Network Problems; (B)An index of selected resources available on
Internet; (C)Help on UNIX, VMS, VAX and DOS users to interface
the Net.
After 5 years of research and using the Network, the Course being
prepared by Dr. Gomes is a Course utilizing a matrix of connected networks.
Professor at the Federal University of Parana researching on the
Computer Industries of Brazil and Taiwan, Dr. Gomes got his Ph.D.
on S&T Public Policy at The George Washington University
(Washington DC). The course will be ministered from Brazil; to
help recovering local communication costs, (PDN is very expensive
in Brazil) a flat US$5 dollars donation is requested.
To enroll, please fill in the application bellow and mail it
together with your check to the address bellow or E-Mail to:

The Case for the Legitimacy of the Course over Bitnet.

Paragraph One of"BITNET Overview" states that "BITNET is part
of a single logical network ... for the electronic exchange of
non-commercial information among the faculty, students, and staff
of its subscribers" (Bitnet Overview,Bitnet NIC,Feb.26,1989,p.1).
Commercial Information concerns the kind of info-flows conduct
by businesses and advertising agencies targeted toward selling
some products and/or services. It's easy to understand that
commercial information should not be allowed over BITNET.
 Nevertheless, according to John Quaterman
("The Matrix",D.Press, 1990, pg.126),

"Noncommercial does not necessarily means free."

As a matter of fact, there are costs to be recovered from on
any R&D and teaching activities. For example, BITNET bylaws
requires participating members to be able to fund their own
activities, what they do through students' tuition, governmental
subsidies, and or businesses grants. The net is non-commercial,
but there is money involved!
In the particular InterMeta course, considering that: (1) Dr.
Gomes is a professor conducting academic research (Graduate
Level) at a degree-granting university, (2)The subject of the
E-mail is strictly educational, and (3) The requested fee asked
to cover communication costs to administer the course is
optional; the use of Bitnet seems to be in accordance with Bitnet
Guidelines/Usage Policies.

In view of the above, I suggest the creation a forum to discuss
this subject.
I apologize for more than one posting that some might
get. It might happen given the multiplicative power of the
listservers.
  Cordially,
  Gelson Gomes
