ACM provides various services to local chapters: mailing labels, the Big
Event, the activities provided by the Local Activities Board, rosters, the
ACMCHAP mailing list, etc. for which the chapters do not pay HQ (as opposed to
the SIGs, which pay a hefty amount (in SIGSACs case, over $15K, and we're a
small SIG) for SIG services and to support SIG board activities).
