I'm doubtless the person to whom complaints should be sent.  I don't know
precisely what the section of blank pages could be, but my copy has 288
pages (how could they have had so few back then?) and only page 286 is
blank.  This sounds like a binding error (pun intended) and I'd welcome
offline communication about it.

The main reason for responding to this publicly is that the question was
raised publicly.  If anyone has anything to say or ask about SIGGRAPH
publications, I'm your target -- and I welcome the opportunity to serve
the graphics community and SIGGRAPH membership any way I can.

PS -- SIGGRAPH and our members in the design community have NOTHING to do
      with the CACM design.  We have just done some minor redesign on our
      print publications, simplifying the design instead of tarting it up.
      Comments on that are welcome too!
