I'd like to second this complaint. Currently, there are two SIG Chairs that
are also Chapter chairs or past chapter chairs: myself (LA Chapter, SIGSAC)
and Lynne Shaw (some New York chapter, SIGAPL). It is extremely difficult to
get the SIGs, which are a major part of ACM, to work with the chapters in
their conference planning, etc. I complain about this at every SIG chairs
meeting.
