It har been repeated over and over again in this group that the IEEE
does *not* make standards available via ftp. Selling standards is a
way for them to get monney to fund their organization.

I got my copy of Std 1149.1 from the IEEE office in Bruxelles.  It may
also be ordered from the Computer Sosciety in California.

Don't try to be smart to save a few dollars/pound/kroner/mark. Go the
straight line from the beginning, that is for the benefit of all.
