You cannot write a CD-ROM in Win95 (vfat) format from Win95,
contrary to popular belief.
A _STANDARD_ CD-ROM uses iso9660 format, which is limited to 8.3;1 names.
This format is 100% portable!
For long file names with iso9660, you can use RockRidge extensions.
These are supported under most systems (except DOS, Win95). If the
extensions are not supported, the disk IS STILL READABLE as a plain iso9660
fs, but the long names do not appear.
The Linux iso9660 fs supports RockRidge extensions. You can turn on/off
the various name translation features at mount time (see the mount man page).
mkisofs allows you to do the same thing when burning a CD-R.
Win95 long file names are supported on the Win95 CD-ROM format called
"Joliet". It is non-standard, and only supported by Win95 (and Linux
with a beta kernel patch by Chaffee).
Note: Linux can read and write _ANY_ supported fs to a CD-R disk.
For a Linux-only CD-ROM, using an ext2 fs is much more convenient
than iso9660 + RockRidge extensions - copy the files to ext2,
and burn the ext2 image, then mount the CD-R as ext2 (read-only).
No muss, no fuss.
