PSP is Paint Shop Pro, and version 3 is available but out of date.

Speaking as a professional software developer, I have some interest
in your project.  Speaking as a very busy man, I wish I had the time
to do the job right for you.  I decline with MUCH more respect than
you seem to be getting, though it DOES seem rather hypocritical of
you to ask that someone write such a program for you for free when
your obvious intent is to try to make a profit on it (I'm obviously missing
something here).  In lieu of cash, what would you offer a subcontractor?
Code ownership?  Royalties?
