You can find Oberon for MS-DOS at neptune.inf.ethz.ch in Oberon/DOS386.
The minimum system requirements are:

- 386 CPU
- 2 Mb RAM
- VGA card (I don't remember if other graphics adapters can be used
  as well)
- 2 or 3 buttons mouse
- MS-DOS 3.3 or 5.0 with HIMEM.SYS

Read carefully the file readme.text before installing the program. You
can find some interesting articles about Oberon in Postscript format at
the same site.
Oberon can be launched from the DOS prompt as a normal program.
