Well , ages ago I developed an utility (PC based)  to read/write diskettes
written by RT-11 OS ( is it compatible with VMS ?). In original form it takes
"DZ" format (80-tracks,single-sided,software sector interleave). It does 
understand and 
interpret OS file system. Source code may be found in "Source Code BBS"
	+414-878-5223 file area "C" file "diskrt11.zip"
If it is any help for you I will be happy to build/modify or help in any way.
