=Well , ages ago I developed an utility (PC based) to read/write diskettes
=written by RT-11 OS ( is it compatible with VMS ?).

Yes, via the EXCHANGE command:

$ HELP EXCHANGE

EXCHANGE

                      EXCHANGE UTILITY (EXCHANGE)

The Exchange Utility (EXCHANGE) is a utility program that is used
with mass-storage volumes that are formatted for operating
   systems other than VMS.

EXCHANGE performs file transfers and format conversions on:

         o DOS-11 magnetic tape volumes
         o Files-11 volumes
         o RT-11 block-addressable volumes

So if the need were to be able to write floppies on a VMS system and read them
on a PC, your utility would be useful. However, the actual need is apparently
to read floppies written using Files-11 ODS-2, and your software's not likely
to be of much help.

Disclaimer: Hey, I understand VAXen and VMS. That's what I get paid for. My
understanding of astronomy is purely at the amateur level (or below). So
unless what I'm saying is directly related to VAX/VMS, don't hold me or my
organization responsible for it. If it IS related to VAX/VMS, you can try to
hold me responsible for it, but my organization had nothing to do with it.
