the MSDOS port of GCC (the GNU 'C' compiler) is supposedly very good ..
its totally free, is a 32 bit compiler and (I believe) supports C++ .. I
have it but haven't bothered to try it out yet .. it should be available
on a number of FTP sites .. another one is PCC, Personal C Compiler, which
I used for maybe about 10 minutes one time before using something else ..
in all fairness, I didn't even know HOW to program in 'C' then, so
figuring out a command line compiler wasn't probably something I should
have messed with (what did I know?) .. those are the two I know of
directly that might do what you want ..
