need ideas - network keeps fading in and out

THE SETUP: We have just completed the implementation of our wide-area network. We
have 16 offices up and down the west coast with our main site in Seattle. We are running
pretty much a star topology using frame relay with 56K links from Seattle to each remote
office. Everything seemed to be going OK until sometime last week...

THE SYMPTOM: On the Seattle LAN there are 5 servers and on each of the other 15 LAN's
there is a single server. From a workstation in Seattle, if I do an SLIST, sometimes I see all
of the servers, sometimes I see a few of the servers, and sometimes I see a different set of
the servers. The only thing that doesn't change is that I always see my local servers. From
the file server console on one of the local servers, if I do a DISPLAY NETWORKS I see all
of the servers. When I go into RCONSOLE, sometimes I see a list of all my servers,
sometimes only a few (but usually more than I see when I SLIST), and I can connect to
whatever servers are on the list.

From a workstation in any of the other offices, if I do an SLIST, I always see all the servers.
If, from a workstation in Seattle, if I map a drive to one of the remote servers (any one that
I can connect to at the time) and make that my default drive, then when I do an SLIST I see
all the servers.

THE PROBLEM: I'm not sure what the problem is. :-( I've reset my router in Seattle many
times, but it doesn't change anything. I've done a RESET ROUTER on my local file servers,
but that doesn't change anything. I think it's a LAN problem, not a WAN problem, but my
experience is limited and I really don't know where the problem is.

THE PLEA: Has anyone ever seen anything like this before? Any suggestions on where I
should be looking for the problem, what I should be looking at, or what I should be looking
for? What kind of tools do I need to solve this problem (I have none)?

TIA
