My sympathies regarding your environment. We have no training budget either, thus my 
self-study approach. Myself and 1.5 colleagues support a couple dozen 3.12 and 4.1 
servers and around 500 users. Busy??? You might say.

The Big Red "freebie" tests are in CERTSP.EXE available from Novell - the "Certification 
Sampler" tests. They are from Big Red Self Test, who sell full question packages for the 
various exams in both 3.x and 4.x CNE track bundles.

Their "full" tests don't seem to get quite as good usenet reviews as CNEQuizr's. The 
other advantage to CNEQuizr in your case is that all tests can be indivdually purchased, 
starting at I believe $12 each. If you buy a few at a time, the cost per each is less.
You download the test engine and tests from www.certify.com, install, and then purchase 
the full tests you want over the phone using a credit card and 2-way keys in the 
program.
 
I'd recommend CNEQuizr - their 3->4 Update questions are challenging, and one "full" 
self-test is really useful for getting through first try.
