For spellings and VT the UK version would be better. For character set and other settings the US version is better for us, IMHO. Given the choice, I would still go for a US version over a UK version, but I don't use VT. If you want to put UK fixes on, you should already have the UK version. If you want to use the UK version of OS/2, then get it. If you want to convert the VT component from US to UK on a US version of OS/2, install the US VT component (new OS/2 install, or selective install) so that "the system" knows it is there, and overlay the VT directory and all its subdirectories with a UK version of the VT "tree". It's all documented in vtuk.txt (22,123 bytes). The data is supplied in vtuk.zip (18,473,290 bytes) both of which I downloaded from the Canberra PC Users' Group (sorry if the name is not exactly right). Again, I have no URL, but someone previously posted it here in the last 6 months so dejanews should be able to get it for you. The registration/enrollment exercises are much easier for an Australian speaker with the UK version, I found, but again, I didn't bother with it in my latest OS/2 install effort.
