I had many an maybe more of the same problems you describe. I am
still not convinced this is a stable release but it is working! The
way to get the networking installed is to:

1. Open an OS/2 Window
2. With the OS/2 WArp 4 CD_ROM in the drive change to the CD-ROM
drive.
3. Type INSTALL, then press <ENTER>.
4. Press the NEXT button at the OS/2 Warp Installation screen.
5. When prompted, choose an INSTALLATION DRIVE to store the OS/2 WARP
4 installation files, then press OK.
6. Choose either EASY or ADVANCED installation.
7. Choose the networking services you wish to install.

That worked for me. However, I did have an additional problem
afterwards that would not allow me to start the MPTS configuration
program. IBM was able to walk me through a fix for that and its fully
functional.

The above instructions are from IBM Fax document 6364944

Good Luck
