Turbo and fast modes use code in the on-board BIOS of the controller
to access the DC-4030VL via the local bus for greater DTR speed.  When
OS/2 boots, OS/2's default IBM1S506 driver takes over and expects the
card to be working like an ordinary ISA IDE controller.

You can't set fast or turbo mode in the card's BIOS and then boot OS/2
(as you have discovered). This doesn't mean you can't use the local
bus connection under OS/2, however; you can do that by installing the
Promise OS/2 driver PTI1S506.ADD instead of IBM1S506.ADD by editing
CONFIG.SYS.  I can't say for sure where you get this driver from, but
I think it's on the usual ftp sites, or there is a Promise BBS
somewhere. (I downloaded mine from Cix.)

To boot OS/2, you set the Promise controller with the speed-up modes
disabled.  As soon as the device driver loads, it switches to full-speed
operation.  Even if you don't bother with the device driver, you
still get cacheing, but the ISA interface is used instead.
