I read what Carl said which seemed completely reasonable but we had a 
similar problem with lpd queues here recently - jobs were being retained
because a file couldn't be _opened_ but not all files only long ones and
when some other jobs were in the queue.

After a _lot_ of fiddling around it turned out to be simple - the UCX_LPD
account had been installed with too little disk quota and couldn't open
and write to it's log files. 

So check the UCX_LPD (or whatever account is associated with your lpd
service if you don't run UCX) - it's at least worth a try!
