I'm going to be sorry for ever getting involved in this, but:

Developing outside the USA is not the end-all solution of crypto.
Most of the stronger algorithms have restrictive licensing within
the US, so using code that was written elsewhere could be illegal
HERE! Sure everyone else can use it, but now you've alienated all
of the US businesses. Face it, US crypto policy sucks, and harms
efforts like this. There is no "Simple" solution.
