Here lies the problem! You need to have 

<A HREF="program.zip">some program</A>

entered _exactly_. The spurious slashes you have above are probably driving
your browser mad. You've started the link with a finish link tag for a start,
and then you've missed the quotes.

Also, the directory progs should be in the same directory as index.htm.
For your setup, you'll need

<a href = "progs/test.arc">Test Download</a>

& have a dir "progs" in the _same_ directory, then have the file test.arc
_in_ progs.
