Firstly (as has already been pointed out) the anchor should start <a href
without the leading slash;  but that was probably a typo.

It looks to me as though the root directory in which the directory
"Progs" resides is not being found from the URL given in the anchor.
You would be better off transferring directory "Progs" (containing
file "test" - which would be better named "test/arc") into the same
directory as contains "index/html".  The link should then become
<a href="Progs/test.arc">Test download</a> (no "/" before "Progs")
or <a href="./Progs/test.arc">Test download</a> (explicit "current
directory" prefix).
