A problem has been drawn to my attention with regard to placing ChangeFSI
inside the !WebHelper directory supplied with ArcWeb.

!ChangeFSI objects to the -noiconbar argument given it by ArcWeb's auto
starter.  The next version of ArcWeb will autodetect ChangeFSI as a special
case and not supply the argument.  Current workarounds are:

either:  1)  Edit !ChangeFSI.ChangeFSI.  Insert the following code after the
SYS "OS_GetEnv" TO A$ 

	A% = INSTR(A$, " -noiconbar")
	IF A% A$=LEFT$(A$,A%-1)+MID$(A$,11)

	This section is at the top of the program in both 0.95 and 1.01 and
	presumably in other versions as well.


or 2)  Don't put ChangeFSI inside !WebHelper, but ensure that the Filer has
seen it before launching ArcWeb
