You said it, you are guessing madly. My slightly more informed guess
is that a new slot may indicate a new connection, nothing to do with
volume of traffic.

IP Header compression uses slots, have a look at RFC 1144 et al.

Very sensible of you to hide your ignorance in an obscure newsgroup
though.
