I don't know if this has been discussed before, but:

I'd like to see Workbench disk icons to have a settable priority for
display.  This is so that disk icons could be in front of windows on
the Workbench screen.  I don't know how many times I've had the 
Workbench screen covered with open windows only to have close or rearrange
them in order to be able to get to a new disk icon.  A preferrable way
would be to have a Workbench menu that allowed disk icons to pop to
the top or bottom (a toggle).

This kind of leads to a second need.  That is the ability to hit a 
special "something" so that the menu button will DEFINITELY activate
the Workbench menu as opposed to the currently active window.  Without
this, the previous request can't be gotten to on demand.
