Use Hyperdisk disk cache.  I know, it does a whole lot more than you want,
but CTRL-ALT-F flushes the buffers and makes it actually READ (both floppy
and HD, but what the hey).

It's available from simtel & its mirrors, shareware. (Nagware, actually...)
