On many of the newer macs and any mac running system 7.5, Timbuktu's
SoftScreen feature doesn't work right. It has to do with unanticipated
changes in the display manager.
My personal recommendation is to buy one of the many dongles that hook up
to the video port to make your Mac think it has a monitor attached. Not
only will this fix your problem, it is preferable to using the SoftScreen
of Timbuktu, because you can have a huge desktop on the headless mac if
you have VRAM to burn.

Tim's right. This is a feature.
Guest access for control doesn't turn on unless you have no accounts
defined in Timbuktu. If you have no accounts defined and Guest Access for
Control DIDN'T turn on, you wouldn't be able to control the machine at
all.
Set up a secure account for yourself, and this "problem" won't occur.
BTW - make sure you are using a version LATER than Pro 1.0. There were
problems with the Softscreen feature in Pro 1.0.
