Scott is right. Congress passed a law severly restricting the use of automatic dialers/and recorded announcement players. Not only are these machines really annonying, they can be dangerous. In one case, a telemarketter took down a hospitals entire phone system by by dialing every extension, in order and playing a recorded message. Maybe if the people you plan to call could sign a release of some sort. But your biggest problems will probably be legal, not technical.
