I use this exact same setup, too.
But if you are really cheap and only want to do (1) - get a cheap
ethernet card like the 3c503 (you might want to get a 16-bit
ethernet card for your PC like a Western Digital Elite 16 for better
performance) and ftp the software from ftp.ncsa.uiuc.edu.  Anything
in the NCSA_Telnet directory will work for you, I like the Clarkson
(CUTCP2.2N) package myself.

(FTP's PC/TCP is somewhat expensive, although your campus might have
a site license like ours does, making it quite cheap)
