Generally the point of such a startup disk is simply to run one utility
that will take over your machine till you quit---usually a Norton
Utilities/fsck kind of app. So switching between apps is not really
relevant.

However
On my system I have additional menus added to the menu bar that allow me
to, among other things, launch any app I choose. This certainly works in
cases where for one reason or another I have killed the Finder. (Maybe es
in MacsBug, or maybe through AppleScript.)
I have not used Greg's Browser, an alternative Mac shell but it would not
surprise me if it can be used to launch apps.
basically launching apps is the function of the Process Manager, part of
the OS and as such can be done by any app that want, not just Finder.
Doesn't Easy Open also work this way, replacing the Finder as the shell?
