Probably because the software controlling the fans is only active when the OS is running. I don't know if the OBP actually does anything intelligent with environmental control monitoring in any of Sun's recent workstations. I've got a Shuttle compact PC here which runs the fan at full-tilt when turned on and whenever doing a system reboot. Once the BIOS sorts out what's going on and Windows (grrrr) Xp loads up it's fine.
