Is there a way to get VENTURA to compile and number and reference a bibliography?

I just started lurking on this group, and I'm new to DTP, so I'm not up on
what's what. Please be gentle with me.

What I'd like help with is a way to use VP to do a bibliography (numbered
list of references a la a scientific journal article where the bib.
numbers are referenced in the text [1]. This is similar to what a footnote
looks like, but the references are collected in one place, usually at the
end of the article [2], instead of at the bottom of the page where a true
foootnote would be. I want it to keep track of the first citation of a
reference, and reorder the nmbering accordingly, even if the ordering
changes when text is moved around, and allow a way to cite it again later
in the doc without giving it another reference number.

I've looked at footnotes, and they seem to only be able to be put at the
bottom of the page where they're cited.
I've looked at cross-references and autonumbering, and they seem to be
limited to just chapter, figure and page numbers, etc.

Is there a way? Word for Windows can do this with footnotes (or in this case,
more properly called endnotes), but becomes pretty unwieldy if you go beyond
100 or so pages, or separate the doc into multiple files, where pagination is
stupidly made to be manual (you need to manually set the starting page # in
the referenced documents).

Can anyone help an ignorant tyro?
