Toy windows programming packages available?

I am looking for the simplest cheapest way to do a toy program as a prototype
windows application.

I have seen two books that offer limited windows programming software with the
books. Each provided a quasi-basic like language with the ability to generate
simple applications. (I thought the C windows programming book with software
from Addison Wesley which advertised "NO SDK" was the answer, until I talked
to them on the phone and found out this was an error in advertising)

I understand these are not equal to the SDK and MSC6.0 or to Actor or etc.

Does anyone have any experience with things like this and could offer some
suggestions?

Please reply by MAIL

Thanks
