Sorry for the delays in summary files. Because I am new to the list.
My system is Decstation 5000/25 running Ultrix 4.3
To cut the stroy short:
The problem was nobody could login to the system except root. Message was
No directory! Logging in with home=/
and then system throws the new user out.
The manual Reference Pages Section 1: p 1-365 says "The HOME directory
for the account is inaccessible. This can happen if the directory resides
on an NFS file system served by a host that is not currently available."
That is not my case. I also checked that group and password files,
permissions etc.
Only thing I missed and couldn't and cannot imagine is the permission of
the root directory. I was changed to 700, which must be 755.
answer from Diego Martin Zamboni was as follows. (Thanx alot.

> Is there a way to go out of that condition gracefully?
I have seen the "no directory" error when there are permission
problems. Suppose that somehow your root directory got permissions
700, then nobody would be able to login except root. It happened to
me once, and it was a very mysterious problem until I solved it...
:-)
Hope this helps.
