The problem isn't slow drivers,or fast drivers; it is slow drivers in the left lanes! It is illegal to drive in the left lane except to pass or prepare for a left turn in Virginia but it has proven unenforceable. Many states have signs proclaiming "Keep right except to pass" but one inevatively comes up behind slow drivers in the left lane(s) barely keeping pace with, or being passed by, cars in the right-hand lanes.
